Created Issue: Visual Studio crashes when merging settings file [33279]

Both Visual Studio 2010 and 2012 crashed when merging settings files.

Steps to reproduce the issue:

1. Open sln
2. Select .csproj
3. Right mouse click on { } StyleCop Settings
4. Select "Settings Files" tab
5. Select radio button "Merge with the following settings file:"
6. Choose Settings.StyleCop which IS NOT direct parent folder of the solution's folder

For Example (want MyControl to refer the Settings.StyleCop file from Common folder):
- Root folder
-- Build
--- Common (Settings.StyleCop is here)
-- MyControl (sln is here)

I have a constructor with the following summary
/// <summary>
/// Initializes a new instance of the <see cref="Element"/> class.
/// </summary>

If I enable the code cleanup for 1642 it duplicates this to become.
/// <summary>
/// Initializes a new instance of the <see cref="Element"/> class.
/// Initializes a new instance of the <see cref="Element"/> class.
/// </summary>

Every run of code cleanup adds another duplicate line.

SfRS accidentally removes a space before "/" of a solo tag when reformatting. As an example, I have the following comparison: before and after reformatting.

Before:
<see cref="MyUserControl" />

After:
<see cref="MyUserControl"/>

I reinstalled Stylecop for Resharper (SFM), and now my code cleanup has a new settings section for SFM settings. However, even though the SFM as you type warnings respect the Settings.StyleCop file that I have referenced by my projects, the Code Cleanup does not, so I am faced with having to re-setup my Stylecop settings just for code cleanup, which I don't want to do.

The following code produces SA1500. The "Format line" from the context menu and the "cleanup code" do not work.
int[] numbers = {
0, 1, 2, 3, 4, 5, 6, 7, 8, 9
};
The fix does work when I change the code to:
int[] numbers = new int[]{
0, 1, 2, 3, 4, 5, 6, 7, 8, 9
};
